drvconfig;devlinks;disks forcing controllers & targets

I am adding an array to the system. For reasons to long to list here, I
need these disks to come in as controller/targets c13t0-10.
It is coming in as c11t0-10.
I don't have enough HBAs to add some dummy disks as placeholders.
Is there a way to force the cXtX numbers?
Could I just rename the c11tX links in /dev/dsk and /dev/rdsk to c13tX?

The box says: Win98, WinNT or BETTER. That's why I installed Linux.
