iostat and vmstat

How do I detemine if iostat is producing high output numbers fo io ? Is
there a thresh hole
that io mantians ?

Also with the vmstat with page out and swap outs ...how do I determine if
these numbers are running high ?

I have performance manual it states how to use the commands and explains what
each column does.
