SPARC 20: Odd boot behavior

I've just taken on management of a SPARC 20 that is not behaving at
all as I would expect, at boot. It has rev2.25 boot proms (probably
not from Sun), and pair of Ross 150 processors. It happens to be
running Linux, but I suspect that is not relevant here.

Unlike any other SPARC I've ever encountered, this machine will not
boot without a keyboard. Not only that but I can't get to the boot
prompt! STOP-A has no effect regardless of when I type it.
