Use of multiple processors

We have E250s and E450s (Sparc II architecture). We have installed multiple
processors.
I have a couple of questions.
One is the max processor speed for Sparc II 480MHz.?
Second, how do you see how much load is spread across each processor? We would
like to justify the need for the extra processor. Is there some graphical tool
that would show the load over a period of time?
