NCD replacement

We have around 50 workstations in our organization.
There are 1 to 2 NCDs attached a lot of them.
We are planning to add more NCD's to this setup but
the price of NCD's is almost as expensive as a
Blade100.
However, use Blade100 to replace these NCDs is not an
option for us.
My question is given that we have to maintain this
setup, is there another type of cheap device that work
just as well and reliable as NCDs? Anything out there
work just like NCD?
How about a cheap Dell PC with Win2K professional
installed and runs an X server? Will that work? How
can I make sure the PC just sever X, and nothing else?
I'm really interested in hearing from people using
this setup. Is it the solution I'm looking for? What
kind of problem you are experiencing?
Should I look into Sun Ray? What's your experience
with it. The software cost almost $499 for 1 CPU and
can serve unlimited amount of Sun Ray. Each Sun Ray 1
cost $399.
