Iowait high rate

I've a high iowait on some server, from 60% to 90%. I think this is slowing
down the box.
When doing a quick analysis I see that there's a lot of connexion in
TIME_WAIT stats (this connexions are ftp connexion from this box to other
servers).
I'm wondering if I can decrease the iowait by decreasing the time in which a
connexion stays in TIME_WAIT state (4 minutes by default). Does anyone
experienced this problem ? And how can it be solved ?
