About performance tuening

Can any body give the clear clarificaion for perfoumance tuning,like
VMSTAT.IOSTAT,SAR.

(1)Please tell how to take the actions depending on the
out put for
(VMSTAT,IOSTAT,SAR).

(2)I am getting confuse by watching
out put.

Please give clear clarification of each options in
(VMSTAT.IOSTAT,SAR.....etc) and When should we elect ?how to do performance
tuening ?
