Acceptable Paging and swapping limits

I have a E250 (dual CPU 400 MHz and 1 GB RAM). The typical I/O waits are
about 40%, peaking to 70% and the pagin rate is typically 6 MB/sec and
pageout rate is 500 K/sec. Under the "de" (shortfall) column, vmstat shows
values between 4-7 MB. This server runs Oracle primarily.
Is this paging rate acceptable? Can i attribute the high I/O wait levels to
the paging?
