CRON issue and time zoning

We seem to be having an issue with our CRON jobs on one of our dev
oracle servers.

We have a backup process (to paraphrase the process itself) that stops
Oracle, backs the database up and then restarts Oracle, but it appears
that the Oracle process, upon startup thinks that it is on GMT time
instead of PDT time (where we are and what it should be), so all
subsequent database entries into Oracle then start 'registering' as GMT,
which is really bad in terms of how the data base views entries.

Running DATE from the console returns the right date, and there are no
anomalies at all in any of the local adm/log files

It seems that our CRON process is bad, but we cannot figure it out?

Our server is a SunFire V880 running 5.8 Generic_108528-15

This is causing havoc with our database and it is set to fire off again
this Saturday.

Ideas?
