Access to a file server

We will have soon to configure a new E4500 as a file server for thousands
of users. File systems will be exported to a few NFS clients.
We want to prevent users from doing direct telnetting to this server but
we want them to be able to access their data thru 'ftp' and 'rcp' commands
besides of NFS.
How can we achieve this under Solaris 7 or 8?
We have thought about a wrapper for the telnet command or modifications
into /etc/profile or /etc/.login . Somebody else in the same situation?
