cron not reading queuedefs

I'm running Solaris 8 on Sun4u architecture. I'm having a problem
with cron ignoring the c.400j2n entry in my /etc/cron.d/queudefs file, and
hitting the MAXRUN limit of 100, with the error:
! MAXRUN (100) procs reached Sun Jun 3 21:42:00 2001
I restarted cron with a truss, and don't see it even trying to open the
queuedefs file, which I would expect to see it do with a configuration
file. The file is owned by root.sys, with a mode of 0644. Any ideas?
