permission denied on socket

I am getting permission denied on socket with any not root user Solaris 8
Ultra 10. I have searched the archives and Sunsolve, but the only mention of
this is this post from Steve Campbell in December. This describes my exact
problems.
Does anyone have any ideas?

Folks,

We have a new box running Solaris 8 on which we are getting "socket:
permission denied" errors on any network application (ping, telnet,
traceroute, etc) that is not executed by root. All such applications
work correctly when executed by root.

This is not a case of the ping application not having setuid set; it
does. Running these commands from non-root accounts under truss
indicates that the socket system call is failing with EACCESS. This
seems to be true whether the socket call is for DNS lookup or for a
regular network connection, and whether it is for a TCP or UDP
connection.

We have looked for files or device special files with incorrect
permissions, and so far we have found none. We are wondering what the
socket system call references that might have incorrect permissions.

Any help would be most appreciated.
