crontab and TZ variable

I have a customer whose application needs to run on Eastern time, yet the
server is on Mountain time. The application requires a number of jobs to run
through cron. Cron runs based on the system's default TZ value. Is there a
way that cron can honor each user's TZ value as an offset from GMT?
