How to check a connection is alive or not.

My sincere apology before I question as it is a very basics question.
I have two Solaris servers separated at a distance of about 1400-Km, (ie two
diff office) the two offices are connected with a 64 KBPS Leased data
circuit.
Is there any way or script that can generate a mail or message to the root
if the connection fails at any point of time.
Kindly help and oblige.
