Installing DBI

I am trying to install DBI on my Solaris 10 box.
[root@]/usr/local/bin/DBI >make

/usr/ucb/cc: language optional software package not installed
make: *** [Perl.o] Error 1
Googled and followed few clues. But still it is there. Any Ideas?
