Customizing Desktop

I am trying to customize the Desktop for first time users. I have tried to
search for the archive for a similar issue but couldn't find it. Apologize if I
missed it.
Here is my issue:
When a new user logs in for the first time on their sun station through the
login screen, they get prompted with a welcome window that ask about choosing
between CDE or openwindows Desktop. Which file can I supply ahead of time or
modify to prevent the window from being prompted and allow the user to go
directly to CDE.
