ufs quotas file

For a few weeks now i have been trying to write various
system admin scripts that interface with the 'quotas' file.
The problem is that the file is unreadable to ways i have been trying to
read it, including the perl module "quota".
When i do use quota; it gives no errors but just does nothing.
back to the point, has anyone ever done this? and if so, how?
I am running on sparc solaris 8 and solaris 9 environments.
