Memory utilization

I am using a Dual-UltraSparcII 450 MHz E420R with 1 GB RAM to run an IDS
called snort and Mysql. After a reboot, as time passes, the free memory
lessens and using prtmem, i get this :-

Total memory: 993 Megabytes
Kernel Memory: 77 Megabytes
Application: 86 Megabytes
Executable & libs: 30 Megabytes
File Cache: 769 Megabytes
Free, file cache: 27 Megabytes
Free, free: 3 Megabytes
------------------------------------------
Is this normal? If the applications need more memory, will the page stealing
daemon steal pages from the File cache? These are the modifications i have
done to /etc/system

set noexec_user_stack = 1
set noexec_user_stack_log = 1
set priority_paging = 1
----------------------------------
The server also uses DiskSuite for trans-metadevices.
