ADDITION: qfe1 oddities

ifconfig for any of the interfaces didn't report anything out of the
ordinary. We could configure qfe1 just like any other port. unplumbing and
plumbing the interface didn't clear things up.
Switching cables and switch ports didn't help things, and we can configure
qfe3 (normally unused) as qfe1 and have things work fine, so it seems to be
a problem particular to qfe1.
The odd part is this problem carried into a new card.
