system boots OK, but /tmp not writable by world

drive - SCSI on x86 Sol 8. It was set up with the ufsdump/ufsrestore
technique many people here helpfully suggested.
On boot swap comes on fine.
tmp is mounted like so:
/tmp on swap read/write/setuid/dev=2 on Tue Aug 22 17:02:11 2006
But the /tmp folder is writable only by owner, root.
This causes some services to not start.
So I manually chmod go+w /tmp and
start the missing services. Then everything
is fine.
Here are the lines related to /tmp in vfstab:
/dev/dsk/c2t0d0s3 - - swap - no -
swap - /tmp tmpfs - yes -
Does anyone have a suggestion on why /tmp doesn't
show world writable on boot?
