cluster starting but w/o dataservices

I am having a SUN E450 with SunOS 5.6 and SUN Cluster2.1, running SAP R/3 and Oracle.
Last saturday, both servers went down suddenly beacuse of a power failure ,Now when it is restarted the cluster starts but the status of dataservices - sap and oracle are off.
It is possible to start both sap and oracle manually .
status of hareg
#hareg
sap off
oracle off
nfs on
Please suggest.....
