Cold swap of disks do not fire up.

I have installed three new 9.0GB Hard drives into an E450 SUN Server. These
are extra disks and not the boot disks.
However, after doing even a boot -r they are not able to be formatted. each
time I try to format them console reports they are missing lables or are not
ready. any ideas on this one?
