Date&Time Stamp Script!!!

I need a script.Here is the description.
1.
All .*txt files in the /export/home/midyear should be change to
filename:date(and)timestamp.txt(Please note you can use anything for
dateandtimestamp for example "." or ":" or "-")
2.
After that i have to ftp this file to mainframe.(I don't have any problem
here)
3.
Finally filename:dateandtimestamp.txt should be changed(rename) to
filename:dateandtimestamp.tmp
(Please note the extension should be change to .tmp).It really nice the
converted files(file with .tmp extension) should be go to different
directory.Like /export/home/midyear/convertedfiles
use any scripting lanuage.Please i have to test and move this one to
production soon.It's vey urgent .Help me
