why doesnt ftp let me login as root on solaris 7?

Yes i searched the web alot and did not find the answer to this.
I do not have a /etc/ftpusers file or hosts.allow or hosts.deny files, but
ftp wont let me login as root.
im running solaris 7 with the latest patches.
