Flash archive / couldn't set locale correctly

When I specify system_locale=en_US in the sysidcfg I get the following upon
reboot. Note: It doesn't just happen when BSM is starting.

The system is ready.
evedir02 console login:
If I remove that line it will drop the machine to an interactive
installation and when complete it doesn't give me the error. Anyone see this
before?
Wouldn't mind seeing some sysidcfg files from other Solaris 9 users.
