utmpx entry

we upgraded a server from solaris 2.6 to 8. After wards when we telnet to
the server following message appears.
No utmpx entry. You must exec "login" from the lowest level "shell".
But we can rlogin.
Removing (Or initialising) utmpx & wtmpx did not solve the problem. Reboot
did not solve the porblem either.
Any comments are welcome.
