dhcp substring

I have interesting scenerio. I am in the process of setting a centralize
dhcp server for VPN purpose. I will have clients from all over the country.
I would like to setup the dhcp server to be able to pick up some sort of
substring from the dhcp client whenever a request for IP is issued. From
there, I would like the dhcp server to be able to translate this substring
"for example LDAP (OU=myname, OU=sf O=foo, C=US)", and lease the IP and
hostname based on that. The DHCP clients should be receiving IP based upon
their geographical location. For example, client from san franciso will get
clientxxxx.sf.foo.com with a set of IP pool rangle for sanfran and client
from chicago will get clientxxxx.ch.foo.com with a set of IP pool range for
chicago.
If it matters, I am running the following for test:
Solaris 7 (server)
Redhat 7.2 (client)
dhcp (latest from www.isc.org)
