SU and Prompting for Password

I would like to know how to setup my system such as when I do
su - <user> on a remote machine, the system will ask for root password of
the server where user is created or serving NIS?
is PAM the solution? and if so any advice on what is needed and how to do
this?
Any suggestion would be appreciated.
