resetting corrupted console port

for security reasons. They are all connected to Livingston PM2s which we
telnet to from a secure host.
Occasionally, the console port on a machine becomes "corrupted" (usually
by accidently cat'ing a binary file or something like that) and the text
appears
only as garbage. The console still responds, but its unreadable.
Resettting the tty (stty sane) doesn't help, and neither does either killing
or HUPing the ttymon for the console from another connection.
We've also tried disconnecting and reconnecting from the port and
resetting the port externally (on the console server).
The only way we've found that works is rebooting.
Anyone know of a way to reset the port without rebooting the machine?
