Disallow telnet session to users.

Hi Admins;
I got a quick question regarding to disable telnet session. Currently
I had user accounts and passwords located on the server, and they can
launch an application from this box just fine with a telnet session, as
long as their shell are in "ksh, sh or csh". However, I want to restrict
users can only to execute an application from the menu, and application
will checks their password against the /etc/passwd file. As soon as
application window came up, telnet session is no longer visible to them. I
had got a tips about using /usr/bin/false shell, but it does not work in my
case. I know that there are many admin out there who had this kind of
experience before. Any tip would be greatly appreciate.
