Discerning amount of CPU time used by user...

My DBA has asked me to find out how to keep an account of how much CPU time is used per user.

He has spoken about clock ticks (which I have been reading up on on docs.sun.com) and wants me to find out how many tick p/s (or is it milliseconds?) we are running on our E4503 (Solaris 7). I have found this command `dispadmin`...

lennon.root# dispadmin -c TS -g
# Time Sharing Dispatcher Configuration
RES=1000

# ts_quantum ts_tqexp ts_slpret ts_maxwait ts_lwait PRIORITY LEVEL
200 0 50 0 50 # 0
200 0 50 0 50 # 1
200 0 50 0 50 # 2

But i'm a little lost as to what the output tells me.

Can anyone help me with a command that might give me the answers I need or a document which explains how to get this information and tune these settings?
