Restricted Shell Question

Hi gurus,
what is the best solution to give permission to a single user just
to READ logs inside a directory (suppose /app/logs) and no other possibility?
(no cd, no write, no read files outside the dir).

/usr/lib/rsh doesn' t
help me so far.
