telnet problem

i have various sparc machines on a network, and an annex box.
the annex is part of a cluster.
the cluster nodes (not fully setup properly) can see the annex box.
all the other machines on the network can see the annex except one.
the one box (the cluster admin box) that cannot see the annex can see all
the other machines on the network
these points have been arrived at with testing using names and network
numbers
/etc/netmasks:
xxx.xx.0.0 255.255.252.0 # the same as the other machines on
the network
one other box next to the cluster admin box has a twenty second delay before
ping starts working, recreatable, but telnet does not hang.
the admin box cannot contact the annex at all, and i cannot see the admin
box from the annex either. from the annex i can see every box on the
network except the admin workstation.
does anybody know any other relevant network configuration files which would
store data i can compare to the other machines on the network to find out
why these boxes cannot see each other?
