Telnet question

I have to face a little problem which may be a bit off-topic but (as usual)
a quick sollution is needed.
Our customer has a network with several VPN's separated through firewalls
which block/control IPs an Ports.
They got several machines Intel/NT Sun/Solaris 2.5.1, 7 & 8. One user needs
to connect to a server over
a VPN wich bolck ports lower than 10000. So I set the target telnet machines
port to listen to 10000.
Now, another user (of the same VPN) wants to connet via telnet on port 23.
(Hmm... maybe his ports up 10000 ar blocked, but I'm not sure). How can I
set the telnet deamon to listen to both ports ? Or, what must I configure ?
